Without insurance, dental care in Canada is so expensive that a friend went to Egypt to get what he needed, and the trip cost him less than what he would have paid in Canada. Turkey can also be a good spot, depending on what you're going for. I just spent my last year in Latam and had great medical experiences in Colombia and Brazil as well.
